Adiós a Alfonsín...

Queridas/os amigas/os y colegas,

Hoy es un día profundamente triste para muchos argentinos y argentinas y, muy especialmente y con seguridad, para aquellos y aquellas que tuvieron el privilegio histórico de haber trabajado con el Presidente Raúl Alfonsín en la década del 80.

Alfonsín no fue sólo el Presidente que tuvo la responsabilidad histórica de liderar la refundación de una democracia liberal en un país que acababa de sufrir una de las peores y más devastadoras dictaduras de la segunda mitad del siglo XX en el mundo. Fue un líder político valiente y cuyas acciones y decisiones, es claro, se encontraban fundadas en los ideales de libertad, igualdad, respeto de los derechos humanos y el establecimiento y cuidado de las instituciones democráticas en un país con una pobre tradición en todos esos frentes. Sus años de trabajo durante la dictadura como abogado de la Asamblea Permanente por los Derechos Humanos, su decisión, primero como candidato de la UCR y luego como presidente, de llevar adelante el Juicio a las Juntas Militares en tiempos en los que los sometidos a proceso y sus aliados tenían aún poder real de hacer daño y amenazaban la continuidad del régimen democrático, así como las decenas de iniciativas tendientes a consolidar el régimen de libertad reinstaurado en 1983, como por ejemplo la creación del Consejo para la Consolidación de la Democracia a cuyo frente designó a Carlos Nino, dan cuenta de la coherencia con la que desarrolló su carrera política, y de su inquebrantable compromiso con los principios que subyacen a una democracia liberal y con los derechos humanos.

La figura de Alfonsín se agranda aún más cuando se la observa en perspectiva histórica. Muchas de sus iniciativas desde el gobierno, como la reforma constitucional para recortar los poderes del presidente y someterlo a mayores controles, fundada en su visión de lograr una democracia más deliberativa y consensual; el impulso de una nueva ley de radiodifusión que democratice el acceso a la expresión; la reforma de la justicia penal; la instalación de un Corte Suprema que marcó una época, entre muchas otras, dan cuenta de su vocación de estadista y de su aguda percepción para identificar la agenda básica de una democracia en construcción. Lamentablemente, casi todos estos temas no fueron aún encarados con detemrinación y, mucho menos, resueltos. Es en estos tiempos, igual que hace 25 años, que hacen falta en Argentina liderazgos como el de Raúl Alfonsín para sostener el trabajo en pos de esta, su agenda. Sin duda, los ciudadanos y activistas que compartimos estas visiones, lo vamos a extrañar.

No tuve la suerte de estar en el grupo de mis amigos, colegas y maestros que trabajaron con Alfonsín durante su gobierno. El azar de mi fecha de nacimiento me privó de esa oportunidad única. Sin embargo, fui (y soy) lo suficientemente afortunado como para compartir ideas, ideales y tareas con muchos de ellos y tuve la suerte de haber conocido a Alfonsín a través de ellos o de la mano de ellos. Son muchos los amigos y amigas en los que pienso hoy y sé de la profunda tristeza en la que deben estar sumidos. Pienso en los recuerdos que vendrán a sus cabezas de aquellos años de vibrante trabajo e idealismo, pienso que piensan en los otros líderes y maestros que compartieron con ellos aquellos tiempos y que partieron en el pasado y que Alfonsín tuvo que despedir. Pienso que piensan también en Carlos Nino, en Eduardo Rabossi y en Genaro Carrió. A todos esos amigos y amigas deseo transmitirles mi profundo pesar por la partida de Raúl Alfonsín y me tomo el atrevimiento de invitarlos a que este triste momento se convierta en inspiración para profundizar los compromisos y contribuciones que cada uno pueda sumar para hacer realidad la Argentina que Alfonsín soñó.

Dearest friends and colleagues,

Today is one of profound sadness for many Argentines, and most certainly especially so for those who had the historic privilege of working with President Raúl Alfonsín during the 80s.

Alfonsín was not simply the President whose historic responsibility it was to implement the restitution of liberal democracy in a country that had suffered one of the worst and most devastating dictatorships of the second half of the twentieth century in the world. He was a valiant political leader whose actions and decisions were clearly rooted in the ideals of freedom, equality, respect for human rights, and protection of democratic institutions in a country possessing weak traditions on each of those fronts. The years he worked during the dictatorship as legal counsel for the Permanent Assembly for Human Rights, his decision – first as candidate for the UCR party and later as President – to prosecute the military juntas during a time when the accused still held enough power to do damage and threatened the continuation of the democratic regime, as well as the dozens of initiatives put in place to consolidate the system of freedom reinstated in 1983, such as the Council for Democratic Consolidation whom he selected Carlos Nino to head, all reflect the coherence that shaped his political career and his unshakeable commitment to the principles underlying liberal democracy and human rights.

The figure of Alfonsín grows larger yet when observed from a historical perspective. Many of his governmental initiatives, such as the constitutional reform to cut back presidential powers and subject it to stricter controls, which was founded in his vision for a more deliberative and consensual democracy, or the impulse provided by a new law regulating broadcasting to democratize access to expression, and, to mention only two more among many others, the reform of the criminal code and the installation of a Supreme Court that has marked a new era, all provide ample evidence of his talent as a statesman and his keen perception of the fundamental agenda for building a democracy. It is truly unfortunate that almost none of these measures were taken up with determination or, worse yet, ever resolved. So it is that in our days, as it was 25 years ago, that Argentina is in dire need of great leaders such as Raúl Alfonsín to carry on the work he started and to complete his agenda. Without doubt, the citizens and activists who share these values are going to miss him deeply.

I did not have the fortune to be a part of the group of my friends, colleagues, and teachers who worked with Alfonsín during his administration. The happenstance of my birth date deprived me of this unique opportunity. Still, I was (and am) lucky enough to have been able to share ideas, ideals, and tasks with many people in the group and so had the pleasure of knowing Alfonsín indirectly through them or by their hands, as it were. I am thinking of a great many friends today, knowing how saddened they must be. I am thinking of the memories of those years of vibrant work and idealism that must be in their minds and I wonder if they are thinking of the other leaders and teachers who shared those times with them, those who have since left us, those to whom Alfonsín had to bid farewell. I believe they must be remembering Carlos Nino, Eduardo Rabossi, and Genaro Carrió. To all of these friends I wish to communicate my profound regret for the passing of Raúl Alfonsín and dare risk the appearance of insolence by inviting everyone to use the opportunity to convert sadness into inspiration and renewed commitment to contributing in the effort to bring about the Argentina that Alfonsín dreamt of.
